I would have picked B, except the "amount of time and number of resources" at the end ensures parallelism

D and E don't flow well for me "As other performance indicators are"... (barf)

Resource is a countable noun. This means that you cannot use "amount" and must add "number of". Eliminate A, B ,D. C is wrong because it should be "as" instead of like due to the verb "are".

in 3,4,5, there is "are" before ,. Why is that needed.

Why do u say resource is a countable noun? I thought based on the context, resource could be anything.

For Example : The computer program should be designed to use only a small amount of resources available.

The computer program should be designed to use only a limited number of resources available.

Number and amount seem to convey different meanings here. Dont you think?

I chose D because we dont know what resources are referred to here.
