A it is
D and E are out because the scarcity of salt should threaten the community as a whole, not individual lives in the community.
C changes the meaning of the sentence and shifts the emphasis to "threatening". I think the original sentence intends to mean that it is the crux of the community which will be affected. Thus, "very" should be right before "life". A is just better and more concise than B. "can" is shorter form than "is able to"

Typical idiom is 'very life'. Popular example is 'my very life was in danger...' - 'very' establishes the right effect.

Also 'Community' is singular. 'Communities' is plural.

A is right - has singular agreement + right idiom.

I don't think C is grammatically incorrect, its just unnecessarily wordy. A is concise.

C is not grammatically wrong but simply changes the meaning of the sentence. "The very life" puts an emphasis on the life aspect of the community whereas "very threatening" puts an emphasis on the urgency of the scarcity of salt. As a matter of fact, "threatening", in and of itself already conveys a sense of urgency and there is no real need to put "very" in front of "threatening".

I second Paul in the thought that choice C changes the meaning with the repositioning of the word 'very'.

My choice is A.
