Important note- Nowhere does the qs say that all the numbers are integers. This will help later.
We need to find the median of the set.

Option analysis-
1. if x>7, the order can be anything like-
4,5,6,7,x,9 or 4,5,6,7,9,x
I dont care about where x is, if I know it is greater than 7, since I can find out the median- viz the middle 2 values, which in either case will be 6 and 7
So sufficient

2. If the median equals the mean,
(31+x)/6 = median
Now I dont know for sure if x is an integer. It may or may not be, the qs doesnt specify.
So if x is on either ends- there is surely a possibility of getting median equal to the mean. 
Thus not sufficient.

The point is that if the units digits of a number is 2, the units digit of that number divided by 2 won't always be 1, it could also be 6. For example, 22/2 = 11 but 12/2 =6.
