Can we say that C would have been correct, if like
(C) how one can draw the spherical Earth on a flat sheet of paper

I want to know is the question format in the option makes C wrong??
Also, if option C would have been 'how one can draw', then which option would be right??

Yes! Per se the question format in C is wrong. If option C is edited as 'how one can draw', the question would be illegal for having two correct choices.

Hi daagh sir,

Please help me understand if below 2 sentences are correct. These are not actual options from the given question.

- Cartographers have long struggled with the problem of having the spherical Earth drawn on a flat sheet of paper.
- Cartographers have long struggled with the problem to have the spherical Earth drawn on a flat sheet of paper

Trying to learn in depth.

IMO, both are not effective communications. More dynamic would be to say that -- Cartographers have long struggled with the problem of drawing the spherical Earth on a flat sheet of paper.

The problem is because of the passive voice of 'having the earth drawn' or 'to have the earth drawn'. They are nowhere near the dynamism of to draw or of drawing. I wouldn't consciously endorse both of them.

Basic explaination for begineers to check the error.

The main concern is here is passive voice, Good for revision.

As always daagh Sir's explaination is consice and to the point.
