This doesn't have to be true. She also could have taken 1 week two years ago, which would have been 1 week paid holidays last year and took of 2 weeks so that she had 2 weeks left, which gives 1 additional week in this year.

Because she carried forward from year 3. How much she can carry forward? up to 1.5 weeks. This means she actually did not use the remaining 2 weeks as the 3rd week she is using in the 4th year.
