Official Explanation

­Statement 1: 

This statement is true. To find the total number of permits in 2011, add the numbers in the “Total Buildings, 2011” column. That total is:

101.5+101.5*1.3%=102.8195

To find the number of permits issued for 5 or More-Family buildings in 2011, you must find the number of such permits issued in each Borough. In the Bronx, 44.1% of 68 permits in 2011 were for 5 or More-Family buildings. That means that the number of such permits in the Bronx was 29.988. (It’s pretty clear that the actual number was 30, but don’t round until the end.)

For Brooklyn, that number was: 25.3%(174)  = 44.022
For Manhattan: 92.9%(28)                           = 26.012
For Queens: 9.6%(386)                               = 37.056
For Staten Island: 0.3%(341)                       = 1.023

Thus, the total number of permits for 5 or More-Family buildings in 2011 was the sum of these five numbers:

29.988+44.022+26.012+37.054+1.023 ~~138

Finally, you can find the percentage of all permits issued in 2011 that were for 5 or More-Family buildings. If 138 is x percent of 997, then:

\(\frac{2}{5}p=2q-10\)

Answer: Yes

Statement 2:


This will not require so many calculations. In 2011, 9.6% of 386 permits in Queens were for 5 or More-Family buildings. This number is 37. In Brooklyn, 44.3% of 174 permits were for 2-Family buildings. That number is 77. Thus, fewer permits were issued in 2011 for 5 or More-Family buildings in Queens than were issued in 2011 for 2-Family buildings in Brooklyn.

Answer: No

Statement 3: 

The decrease between 2010 and 2011 in number of permits issued for 2-family buildings in Queens is:

67.2%(509)-57%(386) = 342-220 =122

The decrease between 2010 and 2011 in number of permits issued for 1-Family buildings in Staten Island on:

71.9%(349)-52.5%(341) = 251-179 = 72

Thus, the statement is true.

Answer: Yes

­You are right! the question is lengthy. In these cases, we can leverage our time by deducting time from some easy questions. Generally, you will not see such a case often in the official question.

Permits issued for 5+F buildings in 2011
  • Bronx: 68 * 44.1% = 30
  • Brooklyn: 174 * 25.3% = 44
  • Manhattan: 28 * 92.9% = 26
  • Queens: 386 * 9.6% = 37
  • Staten Island: 341 * 0.3% = 1
=> Total 5+F buildings = 138

Total permits in 2011: 68 + 174 + 28 + 386 + 341 = 997

% 5+F buildings = \(\frac{138}{997}\) = 13.8%


More permits were issued in 2011 for 5 or More-Family buildings in Queens than were issued in 2011 for 2-Family buildings in Brooklyn. => No

Permits issued for 5+F buildings in Queens in 2011: 386 * 9.6% = 37
Permits issued for 2F buildings in Brooklyn in 2011: 174 * 44.3% = 77

The decrease between 2010 and 2011 in the number of permits issued for 2-Family buildings in Queens was greater than the decrease between 2010 and 2011 in number of permits issued for 1-Family buildings on Staten Island. => Yes

Permits issued for 2F buildings in Queens
  • 2010: 509 * 67.2% = 342
  • 2011: 386 * 57% = 220
  • Decrease: 342 - 220 = 122
Permits issued for 1F buildings on State Island
  • 2010: 349 * 71.9% = 250
  • 2011: 341 * 52.5% = 179
  • Decrease: 250 - 179 = 71
