To respond effectively to Bharti's counterargument, Justin needs to provide evidence that counters the claim that worker's compensation insurance increases unemployment rates and renders workers more vulnerable to financial devastation. 

The strongest response would be one that addresses the concerns raised by Bharti while supporting the importance of worker's compensation insurance. 

Option (A) would be the most effective response because it directly addresses the issue of health insurance coverage, which Bharti raised as a concern. If most employers in the state also provide health insurance for full-time employees, it counters Bharti's assertion that unemployed people are statistically unlikely to carry health insurance. This would weaken Bharti's argument that worker's compensation insurance renders workers more vulnerable to financial devastation. 

So, Justin should cite option (A) in order to respond most effectively to Bharti's counterargument.
