E should be the answer. .
The reqd percentage , say = p
p ( y+3) / 100 = 2*x
p = 200*x / y + 3

Let unknow percent be T%
T% * (3+y)=2x
T%=2x/(y+3)
T=2x*100/(3+y)
T=200x/(3+y)

Option E.
