I was thinking if I can signify growth in my career (my promotion is coming up), risk in moving to a new environment, and that I will be placed in a different cohort from last year, that might warrant me trying for another year.

I think that it gets risky to start changing jobs unless that job really better positions you for your post MBA goal. You don't say what your GMAT is-- but potentially if you had it just a little higher maybe that would solve it. It could be that simple. I also think that depending on your goals, it is really hard to say turn down Wharton just to wait for HBS which may or may not follow. Do you really want to put your professional life on hold? Many applicants would be jumping for joy for a Wharton admit-- so I'm not sure I follow your logic here-- but it is your life and you do get to make the rules for you. I was also told HBS does not care as much about GMAT and it was probably not the GMAT that got me waitlisted and turned down.
Maybe not changing jobs, but how about transferring to an international office with the same employer?
