These questions are best solved using the matrix diagram. It's important to realize that 82% work . Hence 18 people out of 100 dont work and hence go into the M~W~ box. Attached is the diagram.
30% of non working women = 18
Hence total non working women = 60
Total working women = 100 - 60 =40
60 percent of non working men = 18
Total non working men = 30
Total working men = 100 - 30 = 70
NUmber of both working men and women = 70 - 42 = 28
C is the answer.­
